Anderselite are recruiting for a Senior Quantity Surveyor on a freelancing basis for a tier
1 contractor within their highways division. To be apart of their vibrant team in the transport division.

Location: SE London
Duration: 04/03/2024 - on going (12+ months)
Rate: £450-£500 umbrella per day (inside IR35)

or QS/PQS £400-£450 umbrella.


Job Purpose: To carry out financial control of HMPF schemes delivery, predominantly managing structures refurbishment projects, including value engineering, estimating, negotiating prices with clients, suppliers and sub-contractors. Identifying and agreeing the value of compensation events with clients, interim valuations, final accounts and the production and management of contractual documentation, contract administration in accordance with NEC4 TSC form of contracts.

Key Accountabilities:

Pre-Contract Tasks

Providing Task Responses
• Take off from drawings from Design Team
• Preparation of BoQ’s for build phase from drawings provided
• Site Visits
• Supply Chain Enquiries
• Assessment of Supply Chain Responses and negotiation of terms
• Pricing of Task Response in conjunction with Scheme Engineer
• Production and presentation of of Cost Value Reconciliations
• Production of Risk Register for submission with Task Response on Target Cost Basis
• Submission of Task Responses and revision and resubmission if required
• Agreement of Task Response with Client

Management of Task Orders
• Review Task Order for compliance with agreed Task Response
• Preparation and issue of Supply Chain Task Orders & Compensation Events


Post Contract Tasks
Compensation Events
• Preparation of Early Warnings, Compensation Events quotations including Supply Chain Enquires
• Submission of Compensation Event Quotations
• Revision and resubmission of Compensation Event Quotations if required
• Agreement of Compensation Events with Client
• Acceptance of Supply Chain Quotation for Compensation Events


Administration of Payments to Supply Chain
• Value sub-contractor applications and provide to Commercial Manager for approval.
• Reconcile subcontractor payments with client’s certification
• Payment of subcontractors
• Complete monthly liabilities.

Monthly Applications to Client
• Agreement of forecast works completed with operational teams
• Provision of Actual Cost Information to substantiate Application
• Provide application information to CM

Final Accounts
• To prepare and agree final accounts with completed quantities
• Review of profitability.
• Obtain appropriate approval for submission of Final Account
• Submission of Final Accounts in line with relevant KPI
• Review of Supply Chain Final Accounts Statements
• Obtain appropriate approval for settlement of Supply Chain Final Accounts

Administration
• Ensure all documents are stored in accordance with the approved filing structure
• Ensure all contract documentation acted upon within contractual timescales to meet KPI’s
• Provision of information to the Commercial Manager for reporting and forecasting
• Perform other duties as may from time to time be reasonably required.
• Compliance with SHE requirements and Safe Operating Procedure’s


Typical Skills/Experience

• Previous commercial experience in the Highways or Infrastructure related sector.
• Understanding of Highways Method of Measurement.
• Pricing of Commercial activities
• Demonstrable experience in the control and management of subcontractors.
• Contract experience using the NEC form of Contract and its various options.
• Demonstrable experience in the use of IT systems for estimating, invoicing and subcontractor management
• Detailed knowledge and understanding of commercial processes, including Interim Applications, Payment Certifications, Internal reporting.
• General Commercial awareness.
