Senior Quantity Surveyor

Civil Engineering (United Utilities AMP 8 Framework)

We are seeking a Senior Quantity Surveyor to join a high-profile civil engineering team delivering projects within the United Utilities AMP 8 framework. The successful candidate will be responsible for the full commercial management of civils projects, ensuring cost control, contract compliance, and value optimisation throughout the project lifecycle. This role requires close collaboration with design, construction, and supply chain teams to manage subcontractor procurement, contract administration, payment applications, and final account settlements. You will lead on risk and change management, provide accurate forecasting and reporting, and support the delivery of projects on time and within budget. The role demands strong commercial acumen, excellent stakeholder engagement, and the ability to mentor junior staff while maintaining compliance with NEC contracts and industry standards.

Skills:

  • Extensive experience in civil engineering quantity surveying within utilities frameworks
  • Strong knowledge of NEC3/NEC4 contracts and contract administration
  • Commercial management including cost control, forecasting, and budget monitoring
  • Subcontractor procurement, negotiation, and management
  • Preparation and agreement of valuations, payment applications, and final accounts
  • Risk and change management expertise
  • Excellent communication, negotiation, and stakeholder management skills
  • Ability to lead and mentor junior commercial staff
  • Proficient in contract compliance and commercial governance
  • Strong analytical and reporting skills

Software/Tools:

  • CEMAR or equivalent contract management software
  • Microsoft Office Suite (Excel, Word, Outlook)
  • Cost management and forecasting tools

Certifications & Standards:

  • Degree or equivalent qualification in Quantity Surveying or related discipline
  • Familiarity with NEC contracts and commercial best practices
  • Understanding of health, safety, and environmental regulations relevant to civil engineering projects
