Job description

We are currently recruiting on behalf of a Main Contractor for a Tunnel Operations Manager working on a multi-million pound Cargo Tunnel Project based at Heathrow Airport.

Contract duration- On-going

The Tunnels Operations Manager will plan, direct and coordinate all the Heathrow Cargo Tunnel operations (maintenance and construction) during the planned refurbishment construction works.

The Tunnels Operations Manager will be responsible for maintaining the Minimum Operating Requirements (MOR) and the tunnels operational status at all times and for improving performance, productivity, efficiency and profitability through the implementation of effective methods and strategies.

He/she will be responsible for maintaining and updating all Tunnel related safety documentation in line with Heathrow Airport's requirements. These include Maintenance Job Plans, MOR's, Operators Manual and existing documents which are changed due to the project must be updated as works progress


Minimum Operating Requirements

  • Review all planned construction and maintenance activities to identify in advance any impact on the existing MORs;
  • Ensure compliance with the existing MORs at each handback to the operations following possession or closures such that the Heathrow airport operational status is maintained 24/7/365;
  • Propose any necessary changes to the existing MORs as the construction work proceeds for discussion and where appropriate approval by the HAL Tunnel Manager. Updating and distributing the revised MOR once any changes agreed;
  • Ensuring a record of all changes to the MORs are maintained;
  • Ensuring that a briefing note or training on changes to the MORs is provided to HAL staff and stakeholders as necessary;
  • Develop through an agreed process involving all the necessary stakeholders a proposed set of MORs for the refurbished tunnel. It is envisaged that this would be the same process as used to develop the Main Tunnel MORs.


Oversee and direct the work of the [Contractor] Maintenance [Supervisor / Manager]. This would include:

  • Verify that the planned maintenance schedule for all existing, interim and temporary equipment and systems is adhered to and in line with the frequencies and other requirements set by HAL;
  • Creating the Activity Plans and Risk assessments in advance of any maintenance activities and supervise that adherence is maintained.
  • Performing quality controls and monitor construction and maintenance KPI's
  • Raising late / non completion for WO with appropriate individuals / department and agreeing corrective actions
  • Undertaking periodic inspections of the maintenance activity in the tunnels.
  • Ensuring that appropriate Job Plans and maintenance schedules are developed, agreed with HAL and in place for all new equipment and systems prior to their installation and that all necessary inspections and maintenance is undertaken from day one;
  • Ensuring that the maintenance schedule for the tunnel is brought into line with HALs quarterly closure process prior to handing back responsibility for maintenance to HAL
  • Ensuring the a Maintenance Manual for all aspects of the Cargo Tunnels inspection, servicing, preventative and corrective maintenance in line with the outline draft provided by HAL is developed, reviewed and accepted by HAL prior to handing back responsibility for maintenance to HAL. This manual to cover all new and existing tunnel systems, equipment and infrastructure.
  • Maintenance Training to be delivered jointly with the Handover team in preparation for go live.

Experience Requirements

  • Subjected to Heathrow Airport security check and pass to ensure Heathrow Airport airside access.
  • Proven work experience as a Tunnel Operations Manager (or similar relevant role) and an understanding of Safety principles in a tunnel environment.
  • Working knowledge and understanding of H&S in a tunnel environment.
  • Working knowledge and understanding of construction principles and constraints in a Tunnel environment.
  • Working knowledge and understanding of maintenance principles and constraints in a Tunnel environment.
  • Detailed knowledge of organisational effectiveness and operations management.
  • Stakeholder interface experience.
  • Leadership and organisational skills and experience.
  • Staff management experience.
  • IT skills (MS Office, databases, etc.)
  • Familiar with the Heathrow IT systems that will be engaged during the construction process, such as: CEMAR, DOCUMENTUM, MAXIMO & HEART.
  • Ability to effectively communicate with all levels of the Clients' organisation and stakeholders.
  • Hold a current UK driving License without any penalty points.


  • BSc in civil, electrical, mechanical or other relevant engineering discipline
  • Member of civil, electrical, mechanical or other relevant engineering institution
  • Chartered Professional [Engineering Council (UK) or similar accredited body recognised
