Job Title: Site Agent - Highways

Location: Devon

Salary: Up to £28 Per Hour

Duration: 12/11/18 - 26/7/19 (With Option to extend for a further 3 years)

The Opportunity

Our Client has a requirement for a Site Agent in their Devon Highways Contract team.

Job Purpose

This is a key role in the delivery arm of the Devon Highways maintenance contract and the role will report directly to the Area Manager. Whilst primarily responsible for the delivery of the operations, both direct and via subcontractors, you will also have responsibility for supporting the management of the Devon Highways depots. You will also have direct line management responsibility for a number of operatives. You will be supported by your line manager and the wider management team who will help provide support in programming, health, safety and environmental compliance, fleet Management, quality control, commercial management, and technical administration.

Key Accountabilities

  • To communicate effectively with the client, ensuring that works are delivered to their required standards and that they are kept informed of our works activities at all times
  • To provide the operational gangs and subcontractors with clear expectations and productivity targets on a daily, weekly, monthly basis as appropriate
  • To ensure plant and material are booked in and out of stores and against the appropriate works orders in a controlled manner
  • Ensure that drivers are completing and returning their driver defect reporting sheets and that defects are recorded correctly
  • Ensure that vehicles and trailers that are not roadworthy are taken out of service and reported to the transport department
  • Work closely with Client and commercial team to ensure Works Orders are reviewed for build ability, safety and commercial accuracy and opportunity
  • Prepare a Works Order pack for all Works Orders, to establish labour, plant, material and specialist sub-contractor requirements
  • Order plant, tools and material as required for the works, and manage safely and cost effectively
  • Complete all administration activities with diligence and energy to maximise the time spent on site planning and supervising works
  • Lead the operatives and sub-contractors through their works orders, focussing on works planning and daily productivity targets
  • Monitor all works activities to ensure they meet the Works Specification and the environmental requirements, and are being delivered in a safe manner following the principles of Injury Free Environment (IFE)
  • Take pride in operational delivery and strive to improve client and customer satisfaction in our service delivery
  • Communicate the gang structure, depot capabilities, and ensure the gang diary is updated on a daily basis keeping correspondence and e-mails etc, up to date
  • Line manage the operatives, setting clear goals and responsibilities, supporting and guiding them on a daily basis and undertaking PDRs, ensuing an appropriate development programme is designed and delivered for them
  • Take ownership for safety and environmental compliance for your operations and your depot, carry out regular safety and environmental inspections of your works areas and ensure all identified actions are closed out within their allocated timescale

Working Environment

Working within the Devon Highway maintenance head office in Exeter the contracted hours will be 40hrs per week with requirements to travel for meetings.

Qualifications

  • Trade qualification, degree or HNC/D
  • Competent in use of general MS tools
  • Experience in highway maintenance and management
  • Driving licence
  • Site Managers Safety Training Scheme (SMSTS).

Knowledge and Experience

  • A good level of experience in highway maintenance delivery and in leading operational teams
  • Commercially driven to be able to capture working cost efficiencies, cost control and saving money wherever possible for the mutual benefit of the client and Contractor.
  • A personal commitment to H, S & E responsibilities
  • Awareness of project management principles, build ability and timely delivery of works
  • Basic IT skills and experience in the use of with Microsoft tools
  • Effective team management, leadership and influencing skills to get the best from everyone;
  • Excellent customer skills and the ability to demonstrate collaborative working and influencing in all situations
  • The ability to drive excellent relationships with contacts at all levels including the client and colleagues
  • The ability to remain flexible in your approach to the role whilst embracing change and helping to drive that change through.
