Salary:                  Circa £45,000 to £55,000 Per Annum + Package (Holidays, Performance Related Bonus, 10% pension etc)

We are currently recruiting a Programme Development Manager for a Highways client (Government-owned company), who are looking for someone to join their company on a permanent basis. They have an exciting opportunity for someone to join their Highways team in the Southeast region, where you will create programmes of work for upcoming highways projects, typically valued between £1 Million - £15 Million (Some larger projects also). This will cover the renewals of highways assets across the region, from structures through to drainage etc.

In this role, you will develop programmes of work from early development stage through to prelim design (prior to handing over to a design & build contractor, who will manager the works). This will also entail working with 3rd party designers to ensure robust & feasible programmes of work are created. You will lead the region’s integrated planning process using intelligence and insight into asset need’s prioritisation, customer, safety and economic demands, in order to develop commercially viable 5- 10 years forward renewals programmes.

You will get the opportunity to work as a part of a dynamic and forward thinking/innovative team, working on a portfolio of schemes £150 Million Per Annum+ (set to increase over the coming years).

Whilst this role is within the Highways sector, we are open to speak with candidates who have experience working on other NEC / Infrastructure projects, such as schemes within the Rail or Water sectors. (TOTEX / CAPEX / 5-year Framework lifecycle knowledge would be advantageous/applicable).  

Daily duties will include but are not limited to:

  • Leading the development of the region’s long-term highway asset renewals strategy (5-10 years forward programme of work), including the associated budget, ensuring they are commercially viable and meet the region’s safety, asset needs, customer, social and economic drivers.
  • Ensuring the prioritisation of activities in the 5-10 years forward programme, also reflecting the agreed strategy, policies, budget, and efficiency targets, and act as approver for high impact programme change requests.
  • Leading the feasibility, preliminary design and assessment work for renewal projects to inform the development of the design and construction solution can be effective and efficiently delivered.
  • Leading the identification and evaluation of risks, issues, dependencies and constraints associated with the projects and programme, escalating where appropriate. Where necessary, develop, agree and implement solutions to overcome these.
  • Providing leadership, direction and line management of your programme and project management team, ensuring timely setting of objectives, performance management reviews and development  plans.
  • Managing the utilisation and allocation of team resources.
  • Recommending opportunities to improve asset management and planning capability & processes, also managing the implementation of changes within your own area of responsibility.
  • Promoting continuous improvement and innovation across the team to help meet long-term strategic aims.
  • Ensuring the health and safety needs and wellbeing of customers and employees are fully accounted for.

Candidates will ideally have:

  • Previous experience developing programme of work / plans for Infrastructure projects (Highways / Rail / Water etc).
  • Proven record developing and managing annual financial plans, including the development of budgets and required deliverables.
  • Programme & team management with strong commercial and financial acumen.
  • Extensive experience working collaboratively with supply chain partners and internal stakeholders to deliver a safe, cost effective programme of work.
  • Experience in driving innovation and adding value to programmes of work to ensure budgets and deliverables are met. 
  • Strong and collaborative stakeholder management.
