HSE Inspector

We have an immediate requirement for an HSE Inspector for one of our Clients, a leading fully managed service provider to the Transport, Infrastructure, Power and Telecommunications Sectors operating in the UK and international Markets. To oversee projects within Warwickshire, Northamptonshire and Cambridgeshire and based out of an office in Birmingham.

Significant expansion of operations throughout the region has created this requirement.

Reports to: HSEQ Manager - England.

Main Purpose:

To ensure high standards of HSE are attained and continually improved and to ensure all HSE legal obligations are met.

Key Responsibilities:

  • To ensure all Employer's Offices, Yards and Warehouse under your control are fully compliant with our legal HSE obligations.
  • To assist in the delivery and development of Employer's culture as the organisation rapidly expands and changes.
  • To offer competent advice on HSE Matters to the Company and its Staff.
  • To ensure that all Employer's worksites are fully compliant with our legal HSE obligations.
  • To support the HSE Manager in developing and instigating HSE initiatives.
  • Ensure continual improvement and develop targets and objectives, in conjunction with the HSEQT Team.
  • Continual review of HSE documentation for compliance and relevance to current activities.

Key Tasks:

  • Conducting site safety checks to ensure all Subcontractor signing, guarding and traffic management in general is appropriate and as per NRSWA red book.
  • Instructing Contractor Crews on appropriate signing and guarding as necessary.
  • Completing site visits & inspections to assess Crews engaged in civils and cabling works.
  • Coaching crews on safe site set-up.
  • Ensuring all civils work is as per all relevant HAUC standards.
  • Liaising with local communities to ensure build programme progresses smoothly and with minimum disruption.
  • Conducting Employer's buildings and warehouse inspections to ensure all legal HSEQ obligations are being met.
  • Conducting site surveys in conjunction with operational teams to assist in initial works process.
  • Ensuring construction phase plans and Health and Safety files in place and being adhered to.
  • Assisting Project Manager / Site Agents to walk routes with Subcontractor to ensure work is completed to the correct HSE standard.
  • Carry out inductions.

Core Skills:

  • NEBOSH Certificate or equivalent.
  • NRSWA Unit 10 (preferable).
  • Fluent in Microsoft packages.
  • A good standard of written English is essential.

Knowledge and Experience:

  • Relevant experience required - Minimum 2 years.
  • A proven track record of developing, implementing and integrating safety procedures.
  • An understanding of the regulatory sector and the management of risk.
  • Knowledge of Utility Sectors including, but not limited to, Telecoms, Rail & Power.

Health & Safety Compliance: Monitor site practices and routines to ensure compliance with relevant legislation and regulations, including the company H & S Policy, to minimise the likelihood of accidents and the resulting fines and compensation claims. Ensure training needs are identified and, in conjunction with the HSEQ Department, arrange for Personnel to attend such courses as are necessary. See Appendix 1 for a detailed list of safety responsibilities.

General: Carry out such other duties as are consistent with the Job-holder's knowledge and skills and are necessary for the satisfactory completion of contracts or for attainment of the goals of the business.

APPENDIX 1

  • Understand and implement the company safety policy.
  • Appreciate the responsibilities of personnel under their authority and ensure that each Employee knows his/her responsibility and are equipped to play their part. Engage with all Employees on their contract should they fail to discharge their Health and Safety responsibilities.
  • Ensure that Risk Assessments and Method Statements on activities within their contract are carried out on site and ensure that the methods and systems of work are safe. Also, that the necessary procedures, rules and regulations designed to achieve this are formulated, published and applied.
  • Ensure the provision of written instructions of work methods outlining potential hazards and precautions, and ensure they are complied with.
  • Ensure accident and near-miss reporting procedures are understood and complied with and assist with accident investigations where appropriate.
  • Ensure that the agreed audit process is carried out in compliance with Company guidelines. Ensure ongoing monitoring of safety and health performance against predetermined plans and standards.
  • Ensure all Employees are correctly trained / competent to carry out the prescribed task and that the necessary licenses / certificates of competence are in force and appropriate and supplied for the purpose of recording.
  • Ensure all Sub-contractors are correctly trained / competent to carry out the prescribed task and that the necessary licenses / certificates of competence are in force and appropriate and supplied for the purpose of recording.
  • Ensure sufficient provision and maintenance of welfare facilities and PPE on all contracts.
  • Monitor the design, development, installation and operation of management arrangements, safety systems and workplace precautions.
  • Ensure accurate recording and monitoring of all HSE records, including but not exhaustive, accidents, ill health, incidents and other evidence of deficient safety and health performance.
  • Ensure monitoring of all equipment on your contract/s, and assessment of its accuracy and reliability, calibration and regular maintenance of this equipment together with documented records of both the procedures involved and the results obtained.
  • Ensure the Statutory Notices, the Safety Policy, Insurance Certificate and the names of Appointed First Aiders are displayed and maintained in prominent locations.
  • Ensure that all new Employees in the company are provided with a copy of the policy statement, receive such induction training as may be laid down in procedures and are issued with personal protective equipment as required.
  • A commitment to safety and health objectives, including internal and joint Client audits with Clients and your Team in general; and participation in creating a positive safety and health culture by rewarding positive work done to control risk.
