Job Title: Buyer (Civil Engineering, Infrastructure & Water Industries)
Type: Temporary & Permanent vacancies available
Location: North Birmingham
Pay Rate: £14.00 to £18.00 Per Hour (Dependant & Negotiable on Experience)

Our client, a large contractor within the Civil Engineering, Infrastructure & Water Industries, is currently looking for a Buyer to join their team, having both temporary & permanent positions available to start straight away. In this role, you will be required to provide the company with a professional materials, plant and subcontract ordering and supply service, working with project delivery teams nationwide, supporting the business with their buying and purchasing of materials. This will involve communicating internally across the business and externally with related suppliers, trade bodies and associations, along with professional construction industry entities.

Buying Duties:

  • Order construction materials and related services across all operational sectors
  • Be proactive with regard to market trends, product and industry developments and supply chain initiatives, through the engagement of external partners
  • Develop relationships to ensure a planned right first time service is provided with specific regard to safety, quality, programme, commercial aspects and overall best value
  • Work with and support internal business needs with regard to commercial and product awareness to jointly deliver major programme requirements
  • Ensure continuous communication with other team members to review contract progress and address associated issues immediately
  • Maintain full knowledge and understanding of purchasing strategy and processes to ensure a professional and auditable procurement contract is in place

Subcontract buying duties

  • Collate and issue detailed package enquiries to subcontractors
  • Manage the subcontract tendering process by providing accurate and commercial/technical solid quotations/proposals in line with the Barhale tendering procedures
  • Liaise with the estimating department on subcontractors and suppliers, and attend pre-order meetings with those selected
  • Draft, negotiate and manage the commercial and contractual aspects for subcontract packages ensuring compliance with required corporate governance and approvals

Monitoring

  • Manage performance of the supply chain, ensuring quarterly reviews of all key supply chain partners
  • Monitor and review procurement, including placing subcontract orders and ensuring they arrive on time and within budget
  • Manage and keep up to date the project subcontract procurement schedules
  • Be proactive with regard to product and industry developments, supply chain initiatives and the engagement of external partners

Reporting and record keeping

  • Maintain and keep up to date order and supply chain records, utilising the Company's purchase order system and procedures
  • Provide reports, data, and any specific requirement identified by the Senior Buyer relating to department and whole business requirements, including KPIs
  • Submit detailed analysis to regional buyers and site teams for approval

Key measures & targets:

  • Create targets and measure performance of suppliers, including but not limited to; securing evidence of best value with regard to procurement, commercial betterment, quality and efficiency as well as supply chain engagement including performance review in accordance with Company KPI performance objectives

Key relationships:

  • Developing key relationships with Senior Buyers, Procurement Personnel in other regions & internal departments, site teams, HSEQ, estimating, accounts and business development & external supply chain suppliers and subcontractors.

Applicable candidates will ideally have/be:

  • Relevant qualifications such as a Degree/ONC/HNC/HND & GCSE/CIPS Membership
  • IT literate, proficient in the use of Microsoft Office package
  • Demonstration of a proactive work ethic
  • Ability to be flexible and evolve due to the ever-changing nature of the construction industry
  • Team player, sharing best practice, while also having the ability to make own decisions in a fast-moving environment
  • Ability and confidence to constructively challenge
  • Passion and pride in delivering true best value
  • Ability to liaise in a professional manner
