Anderselite are currently recruiting on behalf of a tier one contractor for an Assistant Spatial Planner. We are looking for people to assist the Spatial Planner in proactively engaging with Local Planning Authorities and prospective developers to discharge spatial planning and statutory duties, including assessing impact of plans and applications on the strategic road network.

Duties:
To support Spatial Planners in cooperating with Local Planning Authorities and relevant
stakeholders in the development of local plans and strategic growth plans.
2. To discharge our statutory responsibilities within the planning process, including the
commissioning of specialist consultant support where necessary escalating more
complex cases to the Spatial Planner or Spatial Planning Manager.
3. To apply specialist knowledge to evaluate the potential impact and implications of
planning applications on the Strategic Road Network to enable a measured, robust and
informed response to ensure the safe and efficient operation of the SRN is maintained
where necessary escalating more complex cases to the Spatial Planner or Spatial
Planning Manager.
4. To prepare and write planning application responses and reports, and support Spatial
Planners prepare reports and responses on more complex cases.
5. To support ongoing liaison with key external stakeholders, through attendance at local
planning meetings and other planning or discussion forums, providing evidence-based
and transparent guidance and advice on future local plans, as well as sharing
information of Highways England’s emerging strategies and future development works
for the region.
6. To support the attendance of Spatial Planners in representing the Region at public
examinations, appeals and public inquiries.
7. To work with the Spatial Planner to engage with internal and external partners to identify
and secure funding opportunities for improvements to the network in support of
economic growth e.g. through developer contributions or the Growth and Housing fund.
8. To work closely with Spatial Planners, Route Managers and Network Planning in
Strategy & Planning, to ensure the Region’s future programme takes into account local
and 3rd party planned developments in the Region.
9. To assess the health, safety and welfare risks to colleagues, stakeholders and the
supply chain when undertaking the role and contribute to improvements which minimise
the risk to their wellbeing.
10. Approval for regional development planning applications.
11. Recommendations for changes / amendments to proposed 3rd party developments on or around the SRN.

What we look for in an ideal candidate:

• Very good understanding of the work of the department and directorate.
• Thorough understanding of the relevant departmental and company-wide procedures,
policies and guidelines.
• Understanding of spatial planning legislation and development management (desirable)
• Good personal impact and ability to inspire confidence and positive action
• Excellent communication and interpersonal skills
• Ability to execute tasks independently, yet work collaboratively within a team and
respond to management guidance and support

• Strong customer focus

Skills/ licences required :

• Working towards Town Planner or Transport Planner qualification, or equivalent
professional membership, or have extensive experience
• Relevant health & safety qualification(s)
• Awareness and knowledge of duties to be discharged through relevant statutory and
regulatory duties, operational standards, service delivery manuals, requirements and
guidance
• Experience of working with consultants efficiently to achieve desired outcomes
(desirable)
• Full Driving Licence
