Assistant Quantity Surveyor - Highways

Description

We are recruiting for an Assistant Quantity Surveyor to work on Highways England's flagship Smart Motorways Programme. The project is being delivered via a joint venture. Our client is improving the 37.9km (23.6 miles) section of the M1, which passes through Bedfordshire and Northamptonshire and provides connections to the towns of Bedford, Milton Keynes and Northampton. The project will involve upgrading this section to an All-Lane Running (ALR) smart motorway.

Role Overview:

  • The AQS will have responsibility for day to day commercial activities on the project, reporting into a Senior Quantity Surveyor.
  • Key roles include liaising with the Head Office Estimating, Buying and Production staff together with ensuring accurate site records are reported by the site teams.

Key Responsibilities:

Commercial & Contractual

  • Measurement and valuation of works (on site and from drawings) for Valuations, Variations & Final Accounts by preparing detailed, accurate and orderly measurements in accordance with relevant measurement standards
  • Submitting and agreement of interim valuations in accordance with key dates
  • Providing detailed record and valuation of work executed with application of principles of cash maximisation
  • Measurement and valuation of subcontractors work for payment and Final Account purposes by agreement of subcontract valuations and completion of regular and timely payment certificates
  • Ensuring adequate records are kept for the purposes of valuing variations and ascertaining loss and/or expense by maintaining records of resource allocation including labour plant and materials and reviewing subcontract correspondence for delay and loss and/or expense claims

Financial Reporting

Preparation of financial reports including:

  • Internal Valuations/CVRs and subcontract liability reports in accordance with schedule of accounting period end dates and deadlines
  • Commercial Analysis (final margin) forecasts and Cost to Complete forecasts

Other

  • Preparing sub-contract liabilities
  • Daily general management of Sub-Contractors and Sub-Contract accounts
  • Preparing monthly client valuations

Experience and Qualifications:

  • A contracting background within Civil Engineering - previous experience of Major Projects / Highways is desirable
  • A proven track record of experience in a similar role within the construction and civil engineering industry, gained preferably with a main contractor
  • Degree qualified or working towards a relevant qualification
  • Able to work independently using own initiative as well as part of a team
  • Analytical with the ability to quickly assimilate information
  • Able to demonstrate commercial knowledge and understanding

The successful candidate will also possess excellent communication skills along with a pro-active approach to achieve pre-determined deadlines for monthly reporting on all of the commercial aspects associated with the contract
